CD-ROM spins but cannot access drive due to wrong drive letter assigned.
Cause:
The 'Current drive letter assignment' box for the CD-ROM driver and the drive letter of CD-ROM drive in 'My Computer' window do not match.
NOTE: This may have been caused by the recent removal of a drive device that was configured with a real mode driver (such as RAMDRIVE.SYS in CONFIG.SYS) when the CD-ROM drive is a Plug-and-Play device configured with a protected mode driver.
Solution:
Open 'Device Manager', and change the 'Reserved drive letters' for the CD-ROM driver to match the drive letter of the CD-ROM drive displayed in 'My Computer'.
1) Double-click the 'My Computer' icon on the desktop, and view the drive letter of the CD-ROM drive that is not functioning properly.
2) Open 'Device Manager'.

3) Select the 'View devices by type' radio button, and double-click on the 'CDROM' icon in the 'View devices by type' list box. (The 'CD-ROM' icon will expand displaying all of the CD-ROM drives installed on the computer.
4) Select the icon of the CD-ROM drive that is not functioning properly, and click 'Properties'. (The CD-ROM 'Properties' dialog box appears.)

5) Click the 'Settings' tab, and select the drive letter displayed in step 1) from the 'Start drive letter' drop-down list box.
6) Click 'OK' to close the CD-ROM 'Properties' dialog box.
7) Click 'OK' to close the 'Device Manager'. (The 'System Settings Change' dialog box appears.)

8) Click 'Yes' to restart Windows 95.
